Dear Sir/Madam,
I refer to your earlier comments concerning the above application. I wish to inform you that the Council has now determined this application. The Council's Planning Sub Committee has granted planning permission with the following conditions.
1 The development hereby permitted must be begun not later than the expiration of five years beginning with the date of this permission.
Reason: To prevent pollution of the water environment
2 All provisions and facilities to be made for people with disabilities as shown on the plans and details hereby approved shall be implemented in full to the satisfaction of the Local Planning Authority before the use is first commenced.
3 No development shall take place until details and results of a soil contamination survey of the site and details of remedial measures proposed to treat/eradicate any contamination found have been submitted by the applicant and approved by the Local Planning Authority in writing. The survey shall be carried out by a suitably qualified person or body to be agreed by the Council. The development shall not take place otherwise than in accordance with the details so approved.
4 The development shall not commence until a specification for drainage including on and off-site works has been submitted to and approved by the Local Planning Authority, and no works resulting in discharge of foul or surface water from the site shall be commenced until the approved drainage works have been completed to the satisfaction of the Local Authority.
5 Sample panels of brickwork, indicating the colour, texture, facebond and pointing shall be submitted to and approved by the Local Planning Authority before the relevant parts of the work are commenced.

I refer to your earlier comments concerning the above application. I wish to inform you that the Council has now determined this application. The Council's Planning Sub Committee has granted planning permission with the following conditions.
6 Before the commencement of the use of the building, hereby permitted, a fence or wall of ( )metres in height shall be constructed and permanently retained along the whole of each boundary of the land/the frontage of the land except as is required for the formation of means of access to the public highway, and details of the said fence or wall shall be approved by the Local Planning Authority, in writing, before its construction.
7 Full details, with samples, of the materials to be used on the external surfaces of the buildings, including glazing, shall be submitted to and approved by the Local Planning Authority in writing before any work on the site is commenced. The development shall not be carried out otherwise than in accordance with the details thus approved.
8 Full details, including materials, of all boundary walls and enclosures shall be submitted to and approved by the Local Planning Authority, in writing, before any work commences on site. The development shall not be carried out otherwise than in accordance with the details thus approved.
9 Detailed drawings/full particulars of the proposed development showing the matters set out below must be submitted to and approved by the Local Planning Authority, in writing, before any work is commenced. The development shall not be carried out otherwise than in accordance with the details thus approved.
10 Details of dustbin enclosures showing the design, location and external appearance, shall be submitted to and approved by the Local Planning Authority, in writing, before the use/development commences. The developement shall not be carried out otherwise than in accordance with the details thus approved.
11 A landscaping scheme illustrated on detailed drawings shall be submitted to and approved by the Local Planning Authority, in writing, before any work commences on site, for the planting of trees and shrubs showing species, type of stock, numbers of trees and shrubs to be included and showing areas to be grass seeded or turfed; all landscaping in accordance with the scheme, when approved, shall be carried out within a period of twelve months from the date on which the development of the site commences or shall be carried out in the first planting (and seeding) season following completion of the development, and shall be maintained to the satisfaction of the Local Planning Authority for a period of ten years, such maintenance to include the replacement of any plants that die, or are severly damaged, seriously diseased, or removed.
REASON: To accord with the requirements of Section 197(a) of the Town and Country Planning Act 1990 and to provide reasonable environmental standards in the interests of the appearance of the site and area.
12 The landscaping scheme hereby approved as part of the development shall be carried out within a period of twelve months from the date at which the development of the site commences or shall be carried out in the first planting (and seeding) season following completion of the development and shall be maintained to the satisfaction of the Local Planning Authority for a period of ten years, such maintenance to include the replacement of any plants that die, or are severely damaged, seriously diseased, or removed.

I refer to your earlier comments concerning the above application. I wish to inform you that the Council has now determined this application. The Council's Planning Sub Committee has granted planning permission with the following conditions.
13 Within 12 months of the date on which the works by this permission is commenced and prior to the completion of the works hereby permitted, details of a proposed scheme for compensatory flood storage shall be submitted and approved in writing by the Local Planning Authority in consultation with the Environment Agency. The scheme shall be located within the ODA Area. The works shall be carried out in accordance with the approved details.
Reason: To alleviate the increased risk of flooding that would otherwise be caused by a reduction in flood storage capacity.
14 An eight metre buffer zone shall be provided alongside the River Lee along the full length of the site (except for the pinch point which is the access for 201 Homerton Road). The buffer zone shall be measured from bank top (bank top is defined as the point at which bank meets normal land levels). The buffer zone shall be free of structures, hard standing, footpaths, fences and overhanging structures and shall be marked by a native hedge if a suitable vegetated boundary does not already exist. Domestic gardens and formal landscaping shall not be incorporated into the buffer zone. The buffer zone shall be managed to develop a natural character, and shall be either planted with locally native shrubs and grasses, of UK genetic provenance or left to colonise and regenerate naturally and managed as an area of wildlife.
Reason: To maintain and/or enhance the character of the watercourse and provide undisturbed refuges for wildlife using the river corridor.
15 The construction of the surface and foul drainage system shall be carried out in accordance with details submitted to and approved in writing by the LPA before the development commences.
Reason: To prevent pollution of the water environment
16 No soakaway shall be constructed in contaminated ground.
17 No soakaway shall be constructed in contaminated ground
Reason: To prevent pollution of groundwater.
18 Soakaways shall only be used in areas on site where they would not present a risk to groundwater. If permitted their location must be approved in writing by the Local Planning Authority. The invert level of the soakaways shall be 2 metres above the standing water table.
Reason: To prevent pollution of controlled waters.
19 No development approved by this permission shall be commenced until the LPA is satisfied that adequate sewerage infrastructure will be in place to receive foul water discharges from the site. No buildings (or uses) hereby permitted shall be occupied (or commenced) until such infrastructure is in place.
Reason: To prevent pollution of the water environment.

I refer to your earlier comments concerning the above application. I wish to inform you that the Council has now determined this application. The Council's Planning Sub Committee has granted planning permission with the following conditions.
20 No development will take place on site until full details of tree protection have been submitted to, and approved in writing by, the Council and until such approved protection has been erected on site.
Tree protection will be in accordance with BS5837:2005 (Trees in relation to construction - Recommendations) and will protect the root protection area calculated as described in Table 2 of that British Standard. The protective fencing will be 2.4m high and conform to Figure 2 of BS5837:2005 i.e. a scaffold framework comprising a vertical and horizontal framework, well braced to resist impacts, with vertical tubes spaced at a maximum interval of 3m. On to this weldmesh panels should be securely fixed with wire or scaffold clamps.
