Twisted Logic
Here is a good example of how 'consultants' tend to arrive at a rationale for breaking out large wodges of taxpayers money for the person who retains their services. In this case £600,000 for starters.
They say "Stratford has a rich hidden history but lacks a strong positive identity.New development in the area has so far lacked a distinctive local character and has not responded to the culture and character of its communities."
I am not aware of Stratford having a rich hidden history of public sliding. Perhaps they think that they will contribute to a distinctive local character of 'problems of depression, obesity, respiratory conditions, mental health problems and heart disease'
They also seem somewhat confused about the Olympic village being sited in Stratford Town Centre.
