They are such a slippery bunch - we have Tessa Jowell invoking "unexpectedly high costs incurred in cleaning up industrial pollution", while on the other hand - we have the ODA propaganda machine reassuring us it's all just hunky-dory and par for the course with "Nearly all of the Olympic Park now investigated for contamination with findings in-line with expectations" .

Either a) One of them is lying (very likely) or
b) they are both true statements but they deliberately underestimated the costs of cleaning the "in line with expectations" pollution (also very likely)
