I can say from first hand experience that this practice does happen. I am a small decorating contractor working within the south east of England and working for the major construction companies, this year one of them, fixed a figure, that was later snipped, bit by bit, until it wasnt enough, and this left my company with a possible deficit of nearly 30k, but luckily for me, I can prove they fixed the price on a government service works project, and colluded to make us the contractors that did the job and then went under. Please help me to know my law before I take them on and kick their flabby arse.
Oh yes, this sounds like us!!
